Philip Browne, MPS, CD, has demonstrated outstanding leadership in the Canadian Armed Forces and the Ontario Provincial Police (OPP). Renowned for his operational excellence, strategic planning, and community engagement, HLCol Browne boasts an extensive military operations and law enforcement background.
Beginning his military career in 1983 as a sapper with the 2nd Field Engineer Regiment (Reserve), HLCol Browne later joined 1 RCR, serving as an Infantry Section Commander (1988-1992) and with Joint Task Force II as a Senior NCO Assaulter. Transitioning to the Reserve Forces, he served with 4 RCR as Lieutenant and Platoon Commander, eventually becoming Captain and Reconnaissance Platoon Commander. From 2009 to 2017, he served with the Grey and Simcoe Foresters, leading a mentoring team in Afghanistan, being promoted to Major, and commanding the Arctic Response Company Group.
His military service earned him the General Campaign Star – South-West Asia, the Canadian Peacekeeping Service Medal, and the Queen Elizabeth II Diamond Jubilee Medal.
Since joining the OPP in 1994, HLCol Browne has served as a general duties officer in specialized units like the OPP Tactics and Rescue Unit. He was the Unit Commander of the Dignitary Protection Unit and the Justice Officials Protection Unit. As Detachment Commander for Huronia West (2016-2020), he led public safety initiatives and pioneered the Mental Health Response Unit. He is an inspector and the Specialized Field Services Commander, overseeing units including the Tactics and Rescue Unit and the Underwater Recovery Unit. Since 2018, he has been a Critical Incident Commander, managing over 60 high-risk situations, and since 2020, he has commanded Public Order Unit operations, balancing civil liberties with law enforcement.
HLCol Browne holds a Master of Public Safety, a Graduate Emergency Management Diploma from Wilfrid Laurier University, and an NBA Essentials certificate from the University of Toronto Rotman School of Management. He has also completed courses at the Canadian Army Command and Staff College.
